Their choice of site discriminated against the elderly and mobility limited persons. While declining to help Albert Rd continue, the UHB offered funds to GPs in Sully, Penarth and Dinas Powys to expand to take the 7000 patients. The UHB did not consult on this plan. In 2016, Bath and North East Somerset Council spent over £870,000 rolling out 20 mph limits across 13 zones. Only 12 months later, Council chiefs had to admit that the areas had experienced a rise in the number of deaths and serious injuries amongst pedestrians and cyclists. \r\n2) Manchester Council decided to freeze the rolling out of their own reduced speed limit schemes. This came as a result of studies, which indicated that Manchester’s 20mph zones had made little or no difference to the speeds at which motorists were driving \r\n3) In November 2018, the Department for Transport (DfT) published the results of a self-commissioned report on whether the roll-out of 20mph zones across the country, had proved to be effective in reducing the numbers of road traffic accidents.","state":"rejected","signature_count":3,"threshold_for_referral":250,"threshold_for_debate":10000,"created_at":"2022-03-08T07:47:52.933Z","updated_at":"2026-04-09T15:07:02.321Z","rejected_at":"2022-03-10T16:45:40.669Z","opened_at":null,"closed_at":"2022-05-01T22:59:59.999Z","completed_at":null,"moderation_threshold_reached_at":"2022-03-08T07:53:19.000Z","referral_threshold_reached_at":null,"referred_at":null,"debate_threshold_reached_at":null,"scheduled_debate_date":null,"debate_outcome_at":null,"archived_at":"2026-04-09T15:07:00.798Z","submitted_on_paper":false,"submitted_on":null,"creator_name":null,"rejection":{"code":"duplicate","details":"There’s already a petition about this issue. This means both tenants and pets suffer.\r\n\r\nIn January 2021, the UK Government introduced a new Model Tenancy Agreement which prohibited landlords from issuing blanket 'no pet' bans.
