When other animals, including humans, experience extreme pain, their nervous system shuts down as a coping mechanism. Scientists have found that it takes lobsters & crabs up to 45 seconds to die when plunged into a pot of BOILING water (something which would be considered completely unacceptable in a vertebrate animal like a cow or a pig). To give this perspective, if they are dismembered their nervous system can still function for up to an hour.\r\n\r\nThe Animal Welfare Act is designed to protect animals on the understanding that sentient creatures can feel pain and we have a moral duty NOT to cause suffering. The Act makes it an offence to cause unnecessary suffering to any animal, both in their keeping and at the time of slaughter. It means that people or organisations who neglect or abuse 'protected' animals can be prosecuted. 'Farmed animals', fish and reptiles are all protected under this Act. However, invertebrates such as crabs and lobsters, crayfish & prawns are not.\r\n\r\nMoreover, live crustaceans have been found for sale awaiting their fate on ice trays, packaged and bound tightly in tanks or plastic to be slaughtered at home by the customer. It is considered an act of animal cruelty to boil a lobster alive in Switzerland. I suffered from excruciating pain, fatigue, and bowel and bladder related problems – all whilst trying to get through school, navigate puberty, and pass my exams. \n \nI wish I had known that what I was experiencing wasn't normal – but symptoms of a common condition called endometriosis which affects 1 in 10 women from puberty to menopause. Endometriosis is just one of many menstrual conditions affecting young people – others include PCOS, PMDD, and adenomyosis. I don't want anyone suffering with a menstrual health condition to do so alone like I did. \n \nBy working with Endometriosis UK, I hope we can do exactly that by persuading the Welsh Assembly to teach menstrual wellbeing in schools. Not only would this help break down the taboos around menstrual health and encourage people to talk openly about their periods, but also by teaching what is and isn't normal to experience. \n \nHad I been taught at school what is and isn't normal when it comes to menstrual related pain, I could have sought help and saved myself years of confusion and heartbreak. \n \nFor many, school is a happy time to look back on. And whilst I definitely had some good times, it's the falling asleep at the back of the class and having to quit school gymnastics that I remember most. Teachers would treat me like I did not want to be there and never even asked why. In reality I was just too tired and in too much pain to function. \n \nFrom 2020, children in England will learn about menstrual wellbeing as part of the school curriculum. A subject I can only wish was on the curriculum when I was at school. As teachers may not have ignored me, but empowered me to get the help I needed. \n \nWhilst it's a huge step forward that those in England will now learn about menstrual wellbeing, let's not leave those in Wales behind. The Welsh Government are now reviewing the curriculum and we have the opportunity to make sure children in Wales get the education they need. \n \nPlease sign my petition to get menstrual wellbeing in the Welsh curriculum. \n \nTogether, we can stamp out the stigma and give children with menstrual conditions the support they deserve. This will have resounding, legislative implications for ALL local authorities when they will have to approve budgets based on draft settlement figures to ensure compliance to statutory requirements around setting Council Tax Bills. \nThe prosed timetable gives councils very real difficulties insomuch as all scrutiny meetings, subsequent Cabinets and Council meetings will now need to be changed. An outcome of this may be that council tax rates may have been inflated only to discover at a later date that settlement figures would have allowed more flexibility. \n Councils are the major employer in their areas and any reduction in funding will also have a detrimental impact on employment and the ability for these vital services to be sustainable whilst remaining in-house. \n\n","additional_details":"We fully support Welsh Government's vision that everybody in Wales should live in well-connected, vibrant, viable and sustainable communities with a strong local economy and a good quality of life, but in order for this vision to succeed, we must safeguard public services which will in turn ensure the safety and well-being of our residents across Wales with better outcomes for all.\n\nCurrent spending plans end in March 2020, however all current indications inform us that the timetable for settlement figures will not give us any approved funds until March 2020. This is outrageous: no employer can sustain a multi-million pound venture without a budget. \nThe number of councils now in a position of setting an illegal budget is frightening and is being exacerbated by ill-timed grant offers, some of which have not been received until the end of the budgeting year. \nEuropean Funding grants and Welsh Government specific grants contribute immensely to services delivered. Additionally, we need to consider timelines when awarding grants which appear to be given after the financial year has started. This is not supportive of workforce planning or the delivery of services. \nSignificant reform is required to ensure the long term financial sustainability of local services and to end the systemic inequalities between the funding of public provisions. Sixty percent of people who do not cycle state fear of traffic as a reason for not using a bicycle as a means of transportation. A traffic free route such as Lôn Las Môn is crucial to encourage more people to cycle for leisure and transport purposes. In addition, with an average of one rider involved in a road traffic incident every day across the UK, equestrian users on Anglesey would also benefit from a traffic free route, away from fast moving vehicles which pose a major hazard for both horse and rider. Once completed, the multi-user green-way would be a traffic free long-distance corridor from the South West to the North East of the island, allowing users to link with the Anglesey coastal path as well as other footpaths, cycle routes and bridleways. The project would also have knock-on economic benefits for the tourism sector on Anglesey. This is demonstrated by the Camel Trail in Cornwall, a disused railway trail of a similar length to the proposed Lôn Las Môn trail at 17.3 miles. In 2015 users of the Camel Trail spent around £6.7m and generated approximately £13m of business turnover. With obesity, mental health issues, as well as levels of type 2 diabetes increasing at an alarming rate, Lôn Las Môn would allow the public to exercise in a traffic free environment, away from vehicle emissions and pollutants, and over terrain which is readily accessible to those with disabilities and access needs. The benefits to residents, businesses and visitors that would result from this project are substantial and would undoubtedly improve the quality of life for everyone on Anglesey. \n","state":"completed","signature_count":2216,"threshold_for_referral":50,"threshold_for_debate":5000,"created_at":"2019-10-02T00:00:00.000Z","updated_at":"2021-05-07T13:00:04.214Z","rejected_at":null,"opened_at":"2019-10-02T00:00:00.000Z","closed_at":"2019-10-31T00:00:00.000Z","completed_at":"2020-09-28T23:00:00.000Z","moderation_threshold_reached_at":"2019-10-02T00:00:00.000Z","referral_threshold_reached_at":"2019-10-31T00:00:00.000Z","referred_at":"2019-10-31T00:00:00.000Z","debate_threshold_reached_at":null,"scheduled_debate_date":null,"debate_outcome_at":null,"archived_at":"2021-05-07T13:00:04.213Z","submitted_on_paper":false,"submitted_on":null,"creator_name":null,"rejection":null,"debate":null,"topics":[]}},{"type":"petition","id":1664,"links":{"self":"https://petitions.senedd.wales/petitions/1664.json"},"attributes":{"action":"Withdraw the proposed home education guidance","background":"We call upon the National Assembly for Wales to urge the Welsh Government to withdraw the proposed guidance for home education. \n","additional_details":"The Welsh Assembly Government has issued prospective guidance for home education. We walked out into the night with nothing, alone and frightened. Nobody came, nobody reached out to support us and it was left to devastated friends and family to support my husband Paul and I.  Five days after we lost our son my surviving two young children and I faced more heartache when Paul took his own life. Once again nobody came. \n \nFamilies require support immediately after such loss. They need to have a point of contact if they have questions and a friendly ear to listen. You never get over the loss of your child and families need to know there is long term support in place for to help them through the grieving process. \n \nThere is no planning or preparation prior to a sudden death and the effect of traumatic loss can have a huge impact on the mental health of parents, siblings and other family members. This support includes memory boxes, counselling and an immediate support pathway working with health boards and police forces here in Wales. We have had more than 465 referrals since we started supporting families in 2015. The causes of death include SIDS, accidents, illness and more recently many young suicides. The feedback we get from both families and staff has been extremely positive, but we know many families are not being referred to us and many still need our support. \n \n2 Wish Upon A Star already works with every health board in Wales and are supported by every police force. We have immediate support pathways in place in every Emergency Unit and Critical Care Unit and our pathway is clearly outlined in the Public Health Wales PRUDiC document. We also work with every Coroner, Mortuary, Organ Donation Team and Wales Air Ambulance to make sure no family is missed. However, many families still go without support. Staff have been known to 'forget' to give memory boxes, decided that the family of a 18 year old does not require support as 'he had stubble' and that the offer of support at time of death is 'not appropriate'. It is not for the professional involved to decide if a family require support. \n \nWe know by speaking to staff and families that our service is changing lives for everyone involved in the sudden death of a child or young adult and we want the Welsh Government to ensure all families get the offer of support when needed most.\n\n","state":"completed","signature_count":5682,"threshold_for_referral":50,"threshold_for_debate":5000,"created_at":"2019-05-23T00:00:00.000Z","updated_at":"2026-04-24T14:32:35.410Z","rejected_at":null,"opened_at":"2019-05-23T00:00:00.000Z","closed_at":"2019-10-26T00:00:00.000Z","completed_at":"2021-11-15T00:00:00.000Z","moderation_threshold_reached_at":"2019-05-23T00:00:00.000Z","referral_threshold_reached_at":"2019-10-26T00:00:00.000Z","referred_at":"2019-10-26T00:00:00.000Z","debate_threshold_reached_at":"2019-10-26T00:00:00.000Z","scheduled_debate_date":"2021-11-03","debate_outcome_at":"2021-11-04T11:48:12.576Z","archived_at":"2026-04-24T14:32:35.380Z","submitted_on_paper":false,"submitted_on":null,"creator_name":null,"rejection":null,"debate":{"debated_on":"2021-11-03","transcript_url":"https://record.senedd.wales/Plenary/12492#A67864","video_url":"http://www.senedd.tv/Meeting/Archive/821d908e-cded-4256-acbc-8f63579cfeb6?startPos=9629&autostart=True","debate_pack_url":"https://business.senedd.wales/mgIssueHistoryHome.aspx?IId=26526","overview":"The petition was debate by the Senedd in Plenary on 3 November 2021"},"topics":[]}},{"type":"petition","id":1535,"links":{"self":"https://petitions.senedd.wales/petitions/1535.json"},"attributes":{"action":"Promoting the use of Makaton sign language in all Welsh schools","background":"We call on the Welsh Government to consider the use of Makaton sign language in all Welsh schools.\n\nI am the 13 year old sister of a little boy with Downs Syndrome who's primary use of communication is Makaton sign language. Part of the initiative involved training pupils to peer support others. However, we decided to take this a step further by training pupils to become anti-bullying ambassadors. After much discussion with our Senedd Ysgol, we evolved the ambassador scheme, changing its name to wellbeing ambassadors. We wanted to move away from using the word bullying too often as we felt pupils didn't understand the difference between conflict and bullying. We also wanted pupils to know that at the forefront, wellbeing is our priority. Pupils who are part of the scheme surf areas around the school, spotting pupils who are alone or if they see bullying happening they report to the closest adult that they find, from Headteacher to dinner supervisors.\n\nWe meet once a month as a group and every year we evolve the scheme further. For many years ordinary people have and are still struggling with the basic cost of living. There is no doubt the benefits to people's well-being and mental health that having a pet can have.  Many become part of their family.  For some who live in isolation or alone they are the only family they have. \n \nVeterinary science like most professions has evolved rapidly in recent years. Veterinary Surgeons,  RVNs and their support staff who work on the \"front line \" in Cymru do so under very challenging circumstances. It's good to see that their governing body the RCVS have in recent years recognised this and put in place measures to try and support mental health wellbeing within the profession. But unlike human health in Wales there is no NHS service for animals that is free at the point of need 24/7. \n \nUnder the Animal Welfare Act ( England and Wales) of 2006 section 3.16, it is the responsibility of owners to provide five basic welfare needs, the fifth being \" protection from pain suffering, injury and disease \". \n \nI would argue that as well as an requirement set out in law, we also have a moral and ethical responsibility. This was expressed brilliantly by our former First Minister Carwyn Jones AM on the floor of the Senedd in July last year \" the way we treat animals is an important reflection of the values of our society \".\n\n","additional_details":"The insurance industry for companion animals has flourished in recent years.  But many responsible owners can still struggle to get cover for their pets. Pre-existing conditions, dogs who have been exempted by breed specific legislation, or many pets who simply exceeded the amount of treatment their owners insurance policy covers. \n \nSome third sector organisations like the PDSA have for many years tried to plug the gap.  They have done sterling work, but in recent years even they have had to take the heartbreaking decision to cut back on the provision they provide. Some areas in Wales have no charity led animal hospitals or veterinary clinics. \n \nThere is also a worrying trend of owners turning to the forum of social media in order to get advice on clinical matters rather than take their animals to a veterinary practice. I know people who man helplines for animal charities.  They tell me this trend is repeated with them. \n \nWith my background in animal rescue I have been convinced for many years that the increasing numbers of companion animals abandoned or signed over to rescues is due in part to people's inability to fund veterinary care for their animals.  Rescues in Wales are full to bursting and all available statistics show such instances and any resulting prosecutions are on the rise. \n \nSuch a scheme would firstly help companion animals and their owners. It would also help those who work on the front line in rescue, and not least the veterinary profession in Wales, who also at times work in the most challenging circumstances. \n\n","state":"completed","signature_count":95,"threshold_for_referral":50,"threshold_for_debate":5000,"created_at":"2019-03-09T00:00:00.000Z","updated_at":"2026-04-13T15:28:55.776Z","rejected_at":null,"opened_at":"2019-03-09T00:00:00.000Z","closed_at":"2019-08-20T00:00:00.000Z","completed_at":"2021-11-15T00:00:00.000Z","moderation_threshold_reached_at":"2019-03-09T00:00:00.000Z","referral_threshold_reached_at":"2019-08-20T00:00:00.000Z","referred_at":"2019-08-20T00:00:00.000Z","debate_threshold_reached_at":null,"scheduled_debate_date":null,"debate_outcome_at":null,"archived_at":"2026-04-13T15:28:55.775Z","submitted_on_paper":false,"submitted_on":null,"creator_name":null,"rejection":null,"debate":null,"topics":[]}},{"type":"petition","id":1484,"links":{"self":"https://petitions.senedd.wales/petitions/1484.json"},"attributes":{"action":"Fairer \r\n \r\n1) A statutory requirement for councils to ring-fence funding for parks at £30 per household per year. \r\n \r\n2) There to be a legal duty for all green space to be managed to a good standard. \r\n \r\n3) New rules banning the development on, selling off or the inappropriate use of, parkland. \r\n \r\n4) A new Welsh Government fund to provide emergency help for parks most at risk and ensure the long-term future of Wales's green open spaces. \r\n \r\n5) A legal requirement for all councils to operate an Open Spaces Strategy in accordance with the Fields In Trust Standards, the Well-being of Future Generations Act 2015, and the Environment Act 2016 and to work with Fields In Trust to protect and enhance all public green open spaces in Wales.\r\n\r\n","additional_details":"","state":"completed","signature_count":244,"threshold_for_referral":50,"threshold_for_debate":5000,"created_at":"2019-02-05T00:00:00.000Z","updated_at":"2021-05-07T12:47:02.081Z","rejected_at":null,"opened_at":"2019-02-05T00:00:00.000Z","closed_at":"2019-07-17T00:00:00.000Z","completed_at":"2020-06-08T23:00:00.000Z","moderation_threshold_reached_at":"2019-02-05T00:00:00.000Z","referral_threshold_reached_at":"2019-07-17T00:00:00.000Z","referred_at":"2019-07-17T00:00:00.000Z","debate_threshold_reached_at":null,"scheduled_debate_date":null,"debate_outcome_at":null,"archived_at":"2021-05-07T12:47:02.080Z","submitted_on_paper":false,"submitted_on":null,"creator_name":null,"rejection":null,"debate":null,"topics":[]}},{"type":"petition","id":1520,"links":{"self":"https://petitions.senedd.wales/petitions/1520.json"},"attributes":{"action":"National for purpose and should be discontinued as soon as possible. Young children who have been encouraged to learn through play are not best assessed through sitting for up to 40 minutes to complete a test. \n \nAlthough Welsh Government recommends that no preparation is required, schools inevitably take time out of normal learning to familiarise children with the format of the tests and frequently children struggle to understand what is expected of them. This results in loss of confidence and enjoyment of learning at such a young age which could be detrimental to their ongoing learning. \n \nThe Donaldson Review (Successful Futures, 2015) recommended that any assessments should be 'as light-touch as possible', 'avoid unnecessary bureaucracy', include 'holistic assessments of achievement' and use 'both self-assessment and peer assessment' to 'encourage children and young people to take greater responsibility for their own learning'. Four years have passed since this review and still these tests are ongoing, as a result the current format of structured assessment needs to be discontinued with immediate effect.\n\n","additional_details":null,"state":"completed","signature_count":256,"threshold_for_referral":50,"threshold_for_debate":5000,"created_at":"2019-04-26T00:00:00.000Z","updated_at":"2021-05-07T07:58:04.551Z","rejected_at":null,"opened_at":"2019-04-26T00:00:00.000Z","closed_at":"2019-07-02T00:00:00.000Z","completed_at":"2020-01-21T00:00:00.000Z","moderation_threshold_reached_at":"2019-04-26T00:00:00.000Z","referral_threshold_reached_at":"2019-07-02T00:00:00.000Z","referred_at":"2019-07-02T00:00:00.000Z","debate_threshold_reached_at":null,"scheduled_debate_date":null,"debate_outcome_at":null,"archived_at":"2021-05-07T07:58:04.550Z","submitted_on_paper":false,"submitted_on":null,"creator_name":null,"rejection":null,"debate":null,"topics":[]}},{"type":"petition","id":1499,"links":{"self":"https://petitions.senedd.wales/petitions/1499.json"},"attributes":{"action":"Second Home Tax","background":"We call on the National Assembly for Wales to urge the Welsh Government to take immediate steps to close a legal loophole which allows second home owners in Wales to avoid paying neither council tax nor business rates, at a time when local councils are forced to increase council tax to local ratepayers to plug the shortfall in their budgets. \n \n800 second home owners in Gwynedd are now exploiting a legal loophole to avoid paying any council tax at all by registering their properties as small businesses. They are also exempt from paying business rates because of an anomaly in the system which categorises them as 'small businesses' although they are used as second homes for most of the year.
