We call on the National Assembly for Wales to stop Members on the regional list from switching political parties. When voting on the regional list, voters choose political parties rather than individuals. Under the present rules, however, Members elected on the regional list can voluntarily switch parties.  \n  \nDuring previous Assembly terms, this was of little consequence, but in the last three years, multiple Assembly Members have made a mockery of the institution by declaring themselves independent or switching parties. One Assembly Member has now represented three different political parties during the lifetime of the Assembly term, and another declared herself independent within days of being inaugurated as an AM. There is no democratic mandate for this. It means that a third of the Senedd has little accountability to the electorate, who did not vote for them but voted for the party they originally represented. The rules should be changed so that, if an Assembly Member on the list voluntarily decides to change his or her political affiliation, he or she vacates their seat as an AM and the next candidate for that political party on the regional list takes his or her place. In order to prevent abuse of the system, any candidate involuntarily expelled from their group should be able to remain as an independent AM but should not be allowed to join another party.  \n  \nThis petition notes with regret that this change may further cement the perception that regional AMs are 'second class citizens' within the Assembly. It also does not include the addition of crawler lane at a major congestion point on the A55, the hill out of Northop towards Holywell. Congestion at these points will be made worse by the construction of the Red Route. The underestimate of the costs used imply that the proposed road cannot be considered value for money. Furthermore, the costs do not include the proposed A494 improvements (outlined in 2). \r\n\r\n4) The choice of the Red Route was based on unrepresentative traffic surveys. \r\n\r\n5) In considering the Red Route the Welsh Government failed to adequately consult residents of the Flint and Northop areas despite the major potential impact on their communities. Despite costing over a quarter of a billion pounds, the new road would be likely to lead to more traffic congestion in these communities. \r\n\r\n6) The International Panel on Climate Change has called for urgent action to reduce C02 emissions, saying we have only 12 years left to save the world’s climate. This can encompass but is not limited to the following types of abuse - psychological, physical, sexual, financial, emotional and as a result of neglect'.\n\n \n\nIt is estimated that the total number of older people in Wales experiencing domestic abuse is a staggering 40,000. Domestic abuse of people aged 60 years or over, living in their own homes, is often a misunderstood, overlooked and under-recognised phenomenon that has wide ranging effects on their lives. Images of older people are often not used in public campaigns about domestic abuse. It is difficult for older men and women to identify themselves as potential victims of domestic abuse.\n\n \n\nThe issue has been neglected in policy and practice when compared with other age groups.\n\n• The Crime Survey for England & Wales did not include domestic abuse statistics for those over the age of 59 years, until April 2017, when the age limit for those who participate in the survey was increased to 74 years of age (ONS, 2017).\n\n• Older people with dementia are at a higher risk of abuse due to their impaired ability to seek help, advocate for themselves or remove themselves from potentially abusive situations.\n\n• Disability is also known to increase the likelihood of a person experiencing abuse.\n\n","additional_details":"Do older people seek help? \n\nResearch shows that older people are less likely to report abuse than younger age groups; they do not access third sector specialist services and they also want help for the abuser. \n\nOn an individual level there may be many reasons why older people do not seek help:\n\n• A misguided feeling that they are somehow responsible for the abuse;\n\n• Fear of repercussion from the perpetrator;\n\n• A greater level of emotional, financial and physical dependence on their perpetrator than their younger counterparts;\n\n• They do not want to criminalise the abuser, who may well be a child or grandchild. \n\nOn a more organisational level, barriers to seeking help include:\n\n• Generational factors including notions of privacy surrounding the home and intimate relationships may act as a barrier to seeking help. We call on the National Assembly to make the amendments to the Regulations to address the current limitation of Regulation 6, Condition 5 which prevents Welsh students accessing student finance to study at UK higher education institutions where the location of study is at their overseas campus which we consider could be achieved in one of either two ways, by either:\n\n- widening the criteria in Condition 5 to include courses which are provided by UK higher education institutions at either their UK or overseas campuses; or\n- amending Condition 5 to include courses which are provided by higher education institutions offering designated courses and to include the University of London Institute in Paris on the list of institutions offering designated courses, using your discretion under Regulation 8.   \n  \n\n**_Proposed Amendment:_**\n\nOption 1\n\n\"Condition 5\n\nAt least half of the teaching and supervision which comprise the course is provided in the United Kingdom or at any campus of a United Kingdom higher education institution located outside of the United Kingdom\".\n\nOption 2\n\n\"Condition 5\n\nAt least half of the teaching and supervision which comprise the course is provided in the United Kingdom. This condition shall apply, unless the course has been deemed to be treated as a designated course pursuant to Regulation 8(1) or 8(2).\"\n\nWe call on the National Assembly for Wales to adopt the proposed amendments so that Welsh students applying for courses at institutions such as the University of London Institute in Paris, can be considered as \"eligible students\" for the purposes of receiving student support. The University of London Institute in Paris offers higher education courses in modern languages, where the teaching and supervision is carried out primarily in Paris. Nonetheless, students are taught by employees of the University of London and its collaborative partner, Queen Mary, University of London.\n\nUnless an amendment is made to the current wording of the Regulations, Welsh students will continue to suffer an unjust disadvantage when applying for courses at specific UK institutions. We call on the National Assembly for Wales to make this change as there is no equivalent limitation across other parts of the UK. If no action is taken, the Regulations may continue to act as a deterrent for students hoping to apply for courses at the University of London, Institute in Paris.\n\n","additional_details":"Between September 2018 and February 2019 we received inconsistent messages relating to the University of London Institute in Paris' position and both current and prospective students received contradictory information on their eligibility. For land to be regarded as genuinely available it must be a site included in a Joint Housing Land Availability Study.  \n  \nThe five year housing supply is putting undue pressure on local authorities at the cost of building unsuitable developments. The JHLAS is flawed: it does not take into account empty houses or the amount of second homes in the area. As a result of the shortage of land, councils feel the need to allow planning permission even if they are aware of infrastructure issues. If councils reject planning permission, the Welsh Planning Inspectorate overrules their decisions at appeal.  \n  \nDevelopers are aware of the loopholes in the system and can flaunt a community's vulnerability through large speculative developments outside the Local Development Plan. As these developments are outside the LDP, the sustainability of the area in terms of well-being of the economy, health, transport, and environment are not scrutinised in detail. Even if residents highlight local and national studies/ statistics of an area, their voices are not being heard at appeal level. The Welsh Government need to define 'robust' evidence.  \n  \nThe Well-Being of Future Generations Act 2015 was brought in place to prevent unsustainable development in order to ensure that our future generations would have a chance of a reasonable future. With 1 in 4 of us experiencing mental illness every year according to the charity Mind, this seems to be a real and significant gap in our education system.\n\n \n\nKEY STATISTICS:\n\n1. Over half of all mental ill health starts before the age of 14, and 75% of this has developed by the age of 18;\n\n2. A 2015 survey found that 13% of adults (16 & older) living in Wales were reported to have received treatment for a mental health problem, an increase from 12% reported in 2014;\n\n3. The overall cost of mental health problems in Wales is an estimated £7.2 billion a year. \n\nThe statistics are shocking, yet whilst there is a whole subject in the Welsh curriculum about our physical health in the form of PE, our young people are left without knowledge of even the most common mental illnesses.\n\nNot only does this leave them unprepared & vulnerable when it comes to looking out for their own mental health, but also sets the standard that Mental Health is not discussed. The power saved from one fridge with doors is enough to power two homes! This would work perfectly with the Welsh Government's plan to reach a Million Welsh Speakers by 2050, and would provide a spark for people to re-grasp their culture and their mother tongue once again. We ask the government to work with different agencies to provide these lessons to people in different areas, and by making learning services available on the web for people. Regulating commercial third-party puppy selling is ineffective in preventing harm to breeding dogs and a third-party ban on puppy selling is therefore necessary for the welfare of breeding dogs.  \nA ban on the third-party sale of puppies will have a positive impact on breeding dogs, ensuring their visibility and enabling the public to act on best practice advice to view the puppy with the mum where the puppy was born.   \n  \nIn addition, illegal, unlicensed puppy farmers and puppy smugglers currently use licensed third-parties to sell their puppies, making it possible for them to operate under the radar and without the health and welfare of breeding dogs and puppies able to be monitored by local authorities. We should make this available like we do a domestic violence refuge. For years, men have had biopsies that are invasive and painful. Sometimes they can lead to serious infections – we only want men to have a biopsy if it is needed.   \nIf a biopsy is carried out before an mpMRI this involves using a series of needles that randomly sample tissue from the prostate, to see whether there are any cancerous cells. The problem with these techniques is there are gaps between the needles, so sometimes significant cancers can be missed if that section of tissue isn't sampled. A biopsy can lead to false positives, where clinically insignificant cancer is diagnosed, this can lead to unnecessary overtreatment.  \n  \nmpMRI scans can be used with other tests to improve the number of aggressive prostate cancers being caught earlier. If the mpMRI is carried out to a sufficient standard it's also been proven to safely reduce the number of men who may have biopsies unnecessarily, by ruling them out of having prostate cancer at an earlier stage.  \n  \nWhat is mpMRI?  \nmpMRI means multi-parametric MRI. This combines up to three different types of scan for a clearer picture of what's going on in the prostate. Also, an injection of a dye means that scan images can be enhanced making it clearer to see if cancer is present or not. This is different to a standard MRI scan which creates an image of an internal organ, these are rarely clear enough to confidently diagnose early prostate cancer.  \n  \nWhat is happening in Wales?  \nThere are 7 Health Boards in Wales, mpMRI before biopsy is being provided in 3 Health Boards. Only one board is doing it to a standard high enough to safely rule men out of biopsy. We request a review of the policies and guidance in place and a recommendation that new guidelines are mandatory for services commissioned to work with young people.  \n  \nEvery young person in Wales needs to be able to share their voice and experience in a way that is meaningful to them, to shape the services that are available to support them. We are asking for your support to promote changes to achieve this goal. As young people we must be able to share our thoughts and views on the projects that we need in our area. \n\nCurrently, only youth councils/ forums are consulted- which is not representative of those who struggle to attend such forums such as those 1 in 5 young adults who have a diagnosable mental health disorder. There needs to be a platform for those young people who may not be able to participate in the current schemes due to their mental health to share their opinions on services and projects that are directly affecting them. We are a group of young people that have been involved in the Changing Minds Project coordinated by Newport Mind, which is due to lose funding in November of this year. Because of this we have been learning about the commissioning process, which has led to this petition being created and to our wider #changeit campaign. Direct inclusion of young people with mental health issues in the commissioning process will allow for greater tailoring of service provisions and improve confidence in the services amongst the targeted demographic.  \n  \n“Involvement in this project enabled me to really understand the concerns of young people and the issues they face. Without these concerns being raised and included from the inception of any policy which affects them, any initiative affecting young people will be flawed\".\n\n","additional_details":"The Children’s Rights Approach in Wales by the Children’s Commissioner for Wales outlines a framework for embedding children’s rights within services working with young people. These are guidelines and thus non-binding. Based on the United Nations Convention for the Rights of the Child (UNCRC) Article 12 outlines the right of children to be involved within policies creation and implementation; particularly those which affect their demographic. The Children’s Commissioner for Wales Annual Report for the 2016/2017 year (the Report) specifically highlights the Commissioner’s wish to see greater integration of young people within the commissioning process. The current guidelines for youth participation in Wales are, amongst other sources, contained within the Children and Young People’s Participation in Wales Good Practice Guide 2016. The seven ‘Core Standards’ contained within the Guide are excellent starting steps. We feel that the non-mandatory nature of these standards and approaches, although partly met within some authorities in Wales, are insufficient for ensuring accountability for all services working with young people. We seek to ensure that young people from marginalised groups have a voice in the decision making processes as well as ensuring that service provision for young people all over Wales are of a similarly excellent standard. Our petition is in line with Recommendation 10 of the Mind over Matter report that highlights the current levels of provision of mental health services for young people, and compliments the work by the Together for Children and Young People Programme. Without change to the current guidelines, young people across Wales will continue to be marginalised.
