We call on the National Assembly to take into account the wishes and desires of taxi drivers and operators across Wales, as opposed to a small group of drivers from one city.\n\nIf you book a taxi either by phoning someone, or using an app that company is legally allowed to send a car to you, regardless of where you are, or where the company is based. If you were in Barry and phoned a Cardiff company for a taxi to go to Caerphilly, they could, and would send a car to come and pick you up in Barry, and take you to Caerphilly.\n\nIf you were in Swansea, and wanted to go to Llanelli and were unable to get a taxi, you could phone a company in Bridgend, and they could send a car to pick you up, if they had one available.\n\nThis gives taxi users a greater choice of which companies that can and can't use. More choice, and more options meaning more competition drives companies to offer a better service to retain each person's custom.\n\nFrom a drivers point of view, if they are licenced in Cardiff, and they were taking someone to Cardiff Airport, and a Cardiff based operator has a booking from someone to be picked up at Cardiff Airport going to Merthyr, the Cardiff driver is allowed to do that job.\n\n","additional_details":"If a Vale of Glamorgan driver is taking someone from Cardiff Airport to Pontypridd, and there is someone who has pre-booked their company to take them from Pontypridd to Cardiff Airport, but there is a few hours wait, that driver can ask a Vale of Glamorgan operator to find them work.  This could be by the operator phoning Pontypridd based firms to see if there is any work the driver can do around the area whilst waiting for the return booking. This gives drivers a greater earning potential, as it increases the size of are they can work in, and opens up possible income streams. It is also more environmentally friendly and reduces congestion as the driver that went to Pontypridd, isn't forced to go back to The Vale of Glamorgan empty, and the operator is not forced to send a second car to Pontypridd empty.\n\nIf a Newport based operator looked to expand their company, they could speak to Hotels in Caerphilly, and become that hotels preferred supplier to pick up guests from Airports. The operator can expand their company, and the hotel can provide a better service to potential customers, increasing their bookings, whilst still having a greater choice of companies to use to provide this service.\n\nIf a publican ran a pub in Merthyr Tydfil, and wanted to provide a pick up and drop off service to its customers, it would need an operators licence and would need to use licenced private hire drivers and vehicle, all from Merthyr. If then the same publican wanted to open a second pub in Llanbradach, and wanted to offer the same service, they could provide a pick up and drop off service from the same operators licence. They may suffer adverse emotional and educational impacts as they start their formal education at a much younger age. As such, parents may choose to defer their summer-born child's entry into school until they reach compulsory school age, as is their legal right. However, most find that their child is put straight into Year 1,missing the crucial Reception year, which research shows to be the most important year in education.  \n  \nMost parents prefer their child to enter the Reception year at compulsory school age rather than Year 1. Under the School Admissions Code, this is theoretically possible. In principle,the Code gives parents the ability to request that their summer-born be educated outside their normal age group. In practice, the wording of the Code has proven to be extremely problematic: case studies have shown that the provision is inconsistently applied by Local Education Authorities and requests have rarely been granted.  \n  \nThe following amendments should be considered by the Welsh Government: \n\n(1)As the first option, requests to defer children with birthdays in summer months should be automatically approved (as is the case in Scotland); \n\n(2)Alternatively, the wording of the existing provision should be amended to strengthen the rights of parents to choose when their child enters Reception class, also emphasising that Local Education Authorities must fully consider requests and issuing Governmental guidance to this end; \n\n(3)In either case, provision should be made for children educated outside their age group to remain with their adopted cohort throughout their school life.\n\n","additional_details":"A recent study conducted by the Department for Education aimed to show that delaying entry to primary school has little impact on attainment. This study should be consulted by the Welsh Government with caution. This study was very limited, measuring ONLY academic attainment and excluding all children with special or additional needs. Academic attainment is very unlikely to be the main reason that parents choose to decelerate their child's entry into primary education.   \n  \nSchool readiness is not about a child's academic ability, but about emotional and social maturity. It is these skills that will help a child to make friends, to deal with their emotions, to follow instructions and concentrate and to foster good mental health. The attainment of these skills cannot be measured with a phonics test.   \n  \nThe Foundation Phase curriculum in Wales will not meet the needs of every child in Wales; it cannot. This must not be given as a reason for refusing such requests. A more flexible admissions policy is needed to take children's individual needs and their best interests into consideration. The UN Convention on the Rights of the Child (UNCRC) emphasises that the education of the child shall be directed to the development of the child's personality, talents and physical abilities to their fullest abilities (Article 29(1)(a)). By putting summer-born children at a disadvantage, this School Admissions Code does not achieve that.   \n  \nOther devolved countries within the UK are already ahead of Wales in this respect. Nick Gibb, Minister of State for School Standards, has made a commitment to amend the School Admissions Code for England to reflect this parental choice. Thousands of people were infected as result of receiving infected blood or infected blood products given to them by the NHS until at least September 1991. Over two thousand people have already died. \r\n\r\nFollowing devolving of powers, the responsibility for support of victims and their families, for those infected in Wales, sits under the Welsh Assembly. The schemes for support are operated by the Welsh Infected Blood Support service (WIBSS) which is administered by Velindre NHS Trust and NHS Wales Shared Services Partnership (NWSSP) who are ultimately accountable to the Welsh Assembly. \r\n\r\nFor those infected in England, the comparable scheme is run by EIBSS, ultimately accountable to parliament in London. Even though the victims were all infected by the NHS pre – devolution, the EIBSS and WIBSS have vastly different provisions in financial support. The determining factor as to which scheme you fall under is where the victim was infected not where they live. There are two schemes that those under the WIBSS cannot access. They are called the 'Special Category Mechanism' and 'The discretionary top up scheme'. The net effect of all this is that many categories victim infected in Wales are potentially worse of under the scheme by £20,000, more if they have children, irrespective where of where they live. In doing so patients who require emergency care in our county will be faced with traveling for up to an hour, possibly even more if you live in our county's more rural areas just to have that life-saving emergency care in a hospital that will be outside the county. A time scale that not only is putting Pembrokeshire lives at risk but doesn't even factor in that added time of having to wait for an ambulance to get to where a patient may be, stabilising the patient, then transporting that patient to a hospital that is beyond the borders of our county. Crucial minutes lost in a situation where time is already not on your side.\r\n\r\nHaving no A&E department within our county is completely unacceptable and is all in the name of cutting costs but more importantly cutting corners. Research shows that Roma and Traveller children have the lowest attainment rates of any ethnic group in Wales and the EIG is designed to support their learning and raise attainment.   \n  \nIn NPT we have a percentage of travellers and minority ethnic groups in our schools examples of which are Margam and Briton Ferry who rely on this funding. The council has evidence to show support workers provide a fantastic service engaging with these ‘hard to reach’ learners. We want all young people to be able to reach their potential and support workers are able to champion the needs of all learners, particularly the vulnerable or disadvantaged. They build strong relationships with families, schools and the communities they serve. This reduction in funding will be devastating and job cuts are already being discussed with the trades unions. Any redundancy costs will need to be funded from an already stretched budget provision.\n\nWe urge Welsh Government to consult with UNISON and local authorities. Taking Neath off the main line would only worsen these problems.\r\n\r\nIt would also have a negative impact on those who commute on the main-line to work, meaning they would have to take an extra connection to Swansea, Baglan or Port Talbot first. \r\n\r\nRecent figures via research conducted by Plaid Cymru Councillor for Neath South Jamie Evans has found that:\r\n\r\nAround 830,000 passengers used Neath train station a year, making it the second busiest station, behind Swansea in the historic county of West Glamorgan and busiest of the five stations in Neath Port Talbot. She has never known what it is to run as fast as she can, to be able to ride a bike, or to keep up with her cousins as they race around the park. She has overcome so many challenges in her short life, but she faces many more.  \n  \nAs a parent my wish is that she can be the best version of herself; that she can play without struggling to keep pace with her peers and that she can participate fully in all aspects of life.  \n  \nSoon she will be old enough for specialist prosthetics. If they were available to her on the NHS it would make a world of difference to her as she goes about her daily life.   \n  \nI know other child amputees in Wales are facing similar struggles, and I believe that our children are as deserving of the specialist support as English children. Westminster has just released an additional £1.5 million funding to help English amputees. The number of child amputees in Wales is much smaller than in England, but their needs are the same. When another visiting bird lands on top s/he falls through a one way gate or false floor into a compartment, where s/he awaits their fate.  \n  \nLarsen traps were invented in Denmark but are now BANNED in that country, as they are now considered inhumane and extremely cruel.  \n  \nLarsen traps are mostly used by gamekeepers & smallholders to trap magpies, crows & other corvids. The bird suffers a terrifying ordeal by being trapped day and night without food, water or any shelter from the elements, which causes extreme distress.   \n  \nBecause they use a captive wild bird (technically contrary to the 1981 Wildlife and Countryside Act) these traps have to be used under the terms of a “General Licence” issued by Natural Resources Wales, where magpies, crows, jays, jackdaws and rooks can be trapped.   \n  \nThe wild “decoy call-birds,” with their most vital instincts frustrated & abused by confinement, suffers a most terrible fate. Close to the ground they are terrorised by predators and watch as fellow birds are brutally killed in front of them. A number end up being found dead through neglect.   \nLegally, the trapped decoy call-bird should have food, water, shelter & a perch & the 'trap' inspected at least every 24hrs, but, this is not the case. We have witnessed crows left to die without food & water and found dead rotting corpses of the previous decoy call-birds, who are permanently wired inside until they die of starvation or stress.  \nWe have witnessed birds with broken beaks and cut heads where they have tried to escape. We have witnessed brutality, mutilation & maiming where the gamekeeper has cut wing flight feathers to stop the decoy bird from escaping.\n\n","additional_details":"The trapping continues throughout the summer months, consequently thousands of chicks starve to death in their nests due to their parent birds being trapped.   \n  \nLarsen traps are indiscriminate and can trap non target birds or mammals. This compares to 84% of trusts in England.   \r\n  \r\nPeople with this diagnosis have frequently come from backgrounds of maltreatment, neglect and abuse.  1 in 10 people with this diagnosis will die by suicide. The National Confidential Inquiry into Suicide and Homicide found that of the 1 in 10 people who ended their lives over the period of their study, none were receiving NICE recommended care.   \r\n\r\nExperts in the field warn that trusts without specialist services will be over reliant on out of area private treatment. This view was supported by representatives of trusts without specialist services at the Personality Disorder Cymru conference in Cardiff in 2016.  \r\n  \r\nWe must do more to support the survivors of abuse who have been let down enough already. The NRW Executive failed to follow democratic procedure by refusing the NRW Board members to vote on new proposals to new fishing Bye-laws by rod and line fishermen. The NRW Executive adopted a draconian stance and ignored the concerns of the stakeholders during the consultation process and NRW full board members at the meeting.\n\n2. The NRW Executive recommended changes to the Bye-laws to the Welsh Assembly having endorsed at the board meeting that the proposals will have little, to no effect on reducing Salmon and Sea Trout stocks within the Inland River catchments throughout Wales.\n\n3. The NRW Executives having recognised “other issues” contributing to reduction in Salmon and Sea Trout stocks, failed to prioritise and take action on these “other issues” and have done so, over a number of decades with no future planning. CF is a life-shortening, inherited disorder. The median age at death for a person with CF in 2016 was just 31 years of age. CF is caused by mutations in the CFTR gene which result in the build-up of thick, sticky mucus in the lungs and other organs. Gradually, this build up causes chronic lung infections and progressive lung damage. The treatment burden for a person with CF is high and daily life can be a struggle. \n\n \n\nOrkambi is a precision medicine that 40% of people in the UK with CF could benefit from. While conventional CF treatments target the symptoms, precision medicines tackle the underlying genetic mutations that cause the condition. Though Orkambi is not a cure, it has been found to slow decline in lung function – the most common cause of death for people with CF – by 42%. \n\n \n\nIn July 2016, the National Institute of Clinical Excellence (NICE) recognised Orkambi as an ‘important treatment.’ They were, however, unable to recommend the drug for use within the NHS on grounds of cost effectiveness and a lack of long-term data.\n\n \n\nIn June 2017, the Cystic Fibrosis Trust organised a day of national protest at the Senedd, Stormont, Holyrood, Downing Street and online to demand an end to the deadlock. It should be noted that this system was put in place by the UK Government in 2011 as a temporary measure until a ban was put into place.\n\nIt can clearly be shown by the licensing documents available in the public dominion that this licensing system fails the animals. The two animal circuses currently licensed by DEFRA have repeatedly breached the conditions of their licenses, and had them suspended at one time or another.\n\n In a poll carried out by RSPCA Cymru 74% of the Welsh public wanted this outdated practice banned. It is important to note here that addiction and dependence are related but different issues. Use of the term addiction implies pleasure seeking behaviour. Reporting of prescription drug dependence in the media continues to allude to \"misuse\" and \"addiction\" as if the patient is responsible in some way for their own harm. This is far from the truth. There is no pleasure whatsoever in finding that if you try to reduce or stop your antidepressant, you suffer a wide range of physical and emotional disturbances, that for some people can be life limiting and, tragically, even life ending. In May 2017, they wrote: \"Prescribing of psychoactive drugs is a major clinical activity and a key therapeutic tool for influencing the health of patients. But often their use can lead to a patient becoming dependent or suffering withdrawal symptoms. In the absence of robust data, we do not know the true scale and extent of the problem across the UK. However, the evidence and insight presented to us by many charity and support groups shows that it is substantial. It shows us that the 'lived experience' of patients using these medications is too often associated with devastating health and social harms. This represents a significant public health issue, one that is central to doctors' clinical role, and one that the medical profession has a clear responsibility to help address.\" Because the side effects, tolerance effects and withdrawal effects of these medicines are not medically recognised for what they are, when patients develop these related effects/symptoms they are often prescribed other medicines and then polypharmacy complicates the problems further.  \n Affected patients are finding themselves with vague diagnoses eg: 'medically unexplained symptoms' or 'functional/somatic system disorders'. The school has now closed, however the children are still here as they are now picked up at the Lon-Yr-Ysgol bus stop where they wait, sometimes accompanied by parents with toddlers, for the school bus. In the afternoon, when they are dropped off at the end of the day it is a different situation in that the children have to negotiate the A487 from the opposite side of the road.  \nThe speed limit at the point where the children have to cross the road is 60mph and traffic, which has been released from the 40mph zone, speeds up and very often overtakes on this straight stretch of road. On the far side of the road there is no slow children crossing sign, no bus stop sign, no bus shelter to give motorists warning of pedestrians crossing.  \nThis is also the point where the disabled access ramp is positioned on both sides of the road which is used not just by disabled but also parents with pushchairs and the elderly with walking frames etc.  \nThere has already been one fatality on this stretch of road and just last week another big vehicle crashed off the road and through the hedge breaking down a large section of fence.  \nI believe it is only a matter of time before we lose a child.  \nSince the road speed limit was set, a solar farm has been built with access onto this stretch of road and additional traffic. They live in a vicious circle which can only be broken if the government sets a clear strategy to get them off the street and into a safe accommodation so they regain their lives. About 2 weeks ago I passed a homeless person and someone commented that individuals sleeping rough want to be homeless. As I was arguing against this logic we passed a homeless man near city road reading a book! ​\n\nNo one chooses to be homeless.  People become homeless as a result of certain circumstances and the government has a duty to get people off the street so they can be active citizens who can live with dignity, have access to work opportunities and be able to vote. The Housing Act (Wales) 2014 required all councils in Wales to help anyone at risk of becoming homelessness within 56 days does not solve the problem of individuals who are already homeless and sleeping in the streets. More proactive intervention by the Welsh Government must be required to ensure the minimum level of quality of services provided all across Wales. Introducing partial hypothecation prevents the individual local authorities from reducing further reduction in financial resources spending on youth work, while it also enables them to retain some extent of autonomy to prioritise their needs of expenditure in accordance with their individual priorities. It concluded that the WBQ was enormously valuable in preparing young people for higher education, quite possibly due to the weighting given to it by the UCAS tariff. At the same time, the report supported a previous finding in a 2011 report specifically on Cardiff University that the WBQ Core was not equivalent to an A grade at A-level.
