We (Asylum seekers) are just given just over £5 a day from Home Office and from this amount they have to buy food, clothing, daily transport costs and the list is ongoing. Even if we try somehow (by cutting down on food or any other important things) the transportation cost for the whole course including any other charges like registration, child care are just too much to digest. My point is that there should be no discrimination between an asylum seeker and any other person living in Wales if both are trying to go to college for higher education / access courses. If a welsh person is getting FCF and WGLG then an asylum seeker should also receive these both or any other related help which will enable them to move forward in their lives. Because of previously mentioned costs I have seen so many asylum seekers turned down their plans to go for higher education. It also means that they will be doing nothing fruitful as work is not permitted and sitting at home will make them more frustrated. I also would like to mention a recent example when a destitute (whose asylum case is refused and his / her cash support and house from Home Office has been withdrawn) has committed suicide. He was living in this situation for some time and he was not able to make use of his life. I believe if he was given an opportunity he might not have gone that far. Enabling more asylum seekers into education will not only give them some purpose for life but it will also enrich the community where they live. This has taken planning decisions away from the local democratic planning process and undermined Adopted Local Development Plans (LDPs) across Wales.  \r\n  \r\nWe call on the National Assembly for Wales to urge the Welsh Government to reinstate within TAN1 the use of \"past building rates methodology\" alongside the \"residual methodology\". This will ensure that Councils are able to undertake intelligent and credible housing land supply needs assessments. Past housing delivery performance reflects economic conditions and local building industry capacity and resilience.   \r\nTo ensure credible and deliverable land supply, and to balance the need for housing with the need to protect our environment and heritage, it is essential that economic conditions and local building industry capacity are factored into annual calculations of 5 Year Land Supply for Housing.\r\n\r\nChanges to TAN1 have forced Local Councils to allow housing developments in excess of what is considered to be local demand. These developments are often large scale and have a detrimental effect on the green belt and the heritage of our County as urban and rural areas over expand. This in turn puts added demands on already stretched services such as GPs, Hospitals, Social Services and Schools.  \r\n  \r\nThe withdrawal in 2015 of the past building rates methodology is causing increasing numbers of Local Authorities to declare a 5 Year Land Supply shortfall. This, in turn, is forcing Local Councils, against their will and better judgement, to approve speculative development applications on locally sensitive Greenfield land, land unallocated within their LDPs and, where local approval to these speculative applications is not granted, local democratic decisions are being overturned on appeal, specifically due to the lack of a 5 Year Land Supply for Housing.\r\n\r\n","additional_details":"In 2014 Conwy Council had a 7+ Year Land Supply when its LDP was examined and approved by the Planning Inspector. Less than 12 months later the changes to TAN 1 reduced Conwy's Land Supply to less than 5 years. This has reduced with successive annual land supply calculations. In 2017, Conwy's land supply now stands at 3.1 years as a direct result of the changes to TAN1, and the Council is receiving speculative development applications for land unallocated within the LDP despite allocated land being available. If the past building rates methodology was still permitted, Conwy would today have an 8.5 year supply.   \r\nWG’s guidance document TAN1 tells Local Councils how to work out their supply of housing land. All Councils should have enough land to meet the need for 5 years of house building. In the previous TAN1 there were two methods of working out how much land was needed:  \r\n  \r\n1. The residual method based on the total housing need from an adopted Plan  \r\n2. The past build rates method, using the house building rates from the last 5 years to project forward for the next 5 years.   \r\n  \r\nThe Wellbeing and Future Generations Act requires us to be balance our decisions and actions in terms of impact today and impact in the future. Surely, we should apply this thinking to land planning and land use? Current Welsh Government policy is forcing prime Greenfield land to be concreted over and forever become brownfield land. The imposition and restriction to the use of the \"residual methodology\" was fiercely contested at the consultation stage and beyond, but Local Councils' voices were ignored. This will allow work to begin on the 2 new Hinkley C nuclear reactor pipelines.\r\n\r\nThe sediments to be dredged are adjacent to the waste pipes used for the discharges from Hinkley’s 4 existing reactors. Calculations derived from the official data indicate that the proposed dredge sediments may hold at least 7 billion Bqs of aggregated radioactivity, yet reports state that doses to humans would be very low.\r\n\r\nHinkley’s radioactive discharges to sea contain over 50 radio-nuclides, but the analysis has only investigated 3 of them. Thus, the actual aggregated radioactivity content of the sediments will be much higher than indicated by the available analysis.  The available evidence also implies that only surface samples (0 to 5cms deep) of the sediment have been analysed, despite the fact that core sample research from elsewhere in the Irish Sea demonstrates that, at depths below 5cms, radioactivity concentrations may be up to 5 times higher.\r\n\r\nWhile sedimentary radioactive material is initially likely to disperse, studies prove that it later re-concentrates in coastal and estuarine mudflats and saltmarshes, and is also available for sea-to-land transfer during onshore winds and coastal flooding. Because of this, an invitation was extended by Qualifications Wales to the English Awarding Bodies; AQA, OCR, Pearson-Edexell, to offer this subject, and others e.g. Economics, in Wales.\n\nUnfortunately, and astoundingly, there was no pressure to offer these subjects in Welsh. Qualifications Wales' response to this is to say that the English Boards would refuse to offer subjects in Wales altogether if they were forced to offer a Welsh language option, and that they seek to ensure 'the widest choice of subjects to learners in Wales' (QW Newsletter, December 2016).\n\n'The widest choice of subjects to learners in Wales' .... unless you are following a Welsh medium education! In September, there will be no year 10 Psychology GCSE course running in my school for the first time since 2009, while the English-medium school a few miles away, start a new GCSE Psychology course in English through AQA. The only reason that I can't offer this subject is because we teach through Welsh. There are four other Welsh centres in the same position.\n\nPsychologists need to be able discuss their subject in Welsh. By depriving Welsh medium pupils of the opportunity to study Psychology GCSE through Welsh, we will lose 144 students per year who would have had the potential of contributing to Psychology - as a teacher, lecturer, therapist, researcher etc. in Welsh with confidence because the relevant terminology familiar to them.\n\n","additional_details":"​144 candidates sat the unit 2 Psychology WJEC GCSE paper in Welsh to finish the course in 2015, with 5 centres teaching it, so there is the potential for significant numbers, not just a handful. I have arranged that three experienced Psychology examiners are available to work for any English Board, so that translation of candidate's scripts (solutions) would not be needed, just the translation of the paper itself.\n\nThe only English Board that even considered the application to provide a Welsh paper (from myself, not QW), was Pearson, but in the end they refused, saying it 'would require Welsh speakers at every level of the production of the papers'. This is nonsense because that doesn't even happen in the WJEC, where the Chief Examiner and the Subject Officer don't speak Welsh!\n\nI don't blame the English Boards, because why should they go to the trouble when they don't have to? Qualifications Wales is to blame for their limp policy, which does not protect the rights of Welsh-medium learners. Surely it would have been possible to create an element of competition between the English Boards by giving priority to those open to the idea of offering a Welsh option, but they did not attempt to do this at all.\n\nThis is totally unacceptable in the modern Wales. It could be changed in future to hold more dangerous criminals. \r\n\r\nPort Talbot can do better than this and our town deserves much more. Alas it will be only matter of time before a vulnerable person jumps into a non licensed car with catastrophic results. \r\n\r\nWe urge the Welsh Government to ensure that the only Taxis and Private Hire vehicles al​​​lowed to work in Cardiff are those licensed by Cardiff County Council. This is to ensure public safety and to ensure that Cardiff isn’t saturated with even more cars than what is needed which if allowed to continue will see even more congestion and pollution in our Capital. Evidence to support this claim has been documented on numerous occasions on social media. A recent request on the Llanfairfechan Noticeboard for any pictures or video footage of those gathering the razor clams clearly shows that there are large numbers of people involved in this activity. The gathering of the razor clams generally takes place after a high tide.\n\n","additional_details":"Just to provide some historic background about this issue. In 2013 the harvesting activity was brought to light by the Weekly News newspaper by Tom Davidson when it was noted that there was “A gang of more than 100 people harvesting huge amounts of razor clams…..” There were also concerns that illegal workers were being exploited and that the clams were being fished for commercial purposes. At the time, one resident said “they had seen similar scenes involving an increasing number of gatherers over the last few weeks. Residents are angry at the sheer number of harvesters with fears the local habitat could be damaged irreparably, with hundreds of clams taken off the beach regularly.” Whilst fears about the gatherers being used as part of modern slavery and the shellfish ending up in the food chain have been allayed by the ongoing efforts of the police and Food Standards Agency. The environmental consequences of this sustained and systematic removal of razor clams remains a major issue, which may impact on the other marine and bird life within the area, along with causing possible changes in the density of sand on the beach. There are some fears regarding the sand being unstable in places and people unfamiliar with the beach could easily get into difficulties e.g. some gatherers harvest the clams some distance away from the safety of the land. It has been quite disempowering and frustrating for ordinary citizens to watch the pillaging of an environmental resource and question why organisations who's remit is to protect the environment appear to be hamstrung because of the lack of appropriate procedures/laws. This is surprising given that Llanfairfechan beach is designated as a Special Scientific Interest (SSSI), Special Protection Area (SPA) and Special Area of Conservation (SAC). 2013. The review should primarily take into consideration what is actually achieved when 2 properties are amalgamated into 1 given that:-\n\n1) Where 2 dwellings become 1 the actual building process should be deemed no different from what would be considered as an Extension to a dwelling. Under the current Building regulations Extensions do not require an automated fire suppression system to be installed regardless of size.\n\n2) The requirement is to install an automatic fire suppression system into the building as a whole and not just the developed part.\n\n3) The Regulation does not take into account any substantial fire reduction measures already taking place as a result of the building project, such as reducing the number of kitchens within a property (70 - 80% of all domestic fires start within kitchens – Firesafe.org.uk).\n\n4) The current costs for “Retrofitted” automatic fire suppression systems make the requirement not cost effective, a fact backed up by every commissioned and independent study undertaken thus far. (Collected costs and quotations range from £5000 to over £10000 depending on flow availability, number of heads actuating and tank plus infrastructure requirements).\n\n5) The Legislation has been implemented without sufficient infrastructure being in place. Within the whole of Wales there are only are only 7 registered BAFSA companies. This is highly likely to lead to non-competitive pricing.\n\n","additional_details":"The review should also look at the wider implications of how this Legislation has been implemented now that it has been in place for some time. Considerations should include:\n\n1)Maintenance of the Systems - The Legislation does not include anything for any ongoing maintenance requirements once the system has been installed. The Welsh Assembly’s approach to this is to provide the public with a “Leaflet” which is supposed to provide information to the home owner regarding the maintenance requirements of the system; however this falls short of what would be achieved if it was part of the legislation to ensure ongoing maintenance of the system. However the knock on effect of this is to further burden homeowners with higher home owning and running costs, with ongoing maintenance costs estimated at over £2000 per year.\n\n2)Legionella Risk (due to lack of maintenance) – It is widely thought that in general sprinkler systems are not a source of Legionella (FPA RC63), however as Wales is the 1st country in the world to legislate Domestic Sprinkler Systems as a requirement for all new build and converted homes we believe that more investigation is required especially as the regulation negated to include the maintenance of the system. We believe that as systems age and are not maintained due to costs, Legionella risk will become more prevalent putting the public at a higher risk of infection.\n\n3)Costs - Due to the tight margins for House Builders and Developers, some have now stopped or will be stopping House building in certain areas of Wales (Persimmon & Redrow) as a direct result of this Legislation.\n\n4) Cost Benefit Analysis – During the initial investigation it was estimated that the system would cost £1500 - £2500 per household. We also discovered that Wales is exceeding its commitment to reduce landfill by 2025 and is leading the rest of the U.K in terms of improving access to recycling centres and household collections in general.\n\nHowever, my students began to notice that many residents weren’t recycling correctly. We have included photographic examples of green recycle bags in black wheelie bins, food in kerbside green and black bags and recyclable items in black bags. We held class discussions about the possible reasons behind these errors. We also conducted a survey which asked people to identify recyclable goods from the following list:\n\npet food pouches; personal hygiene items; Aluminium sheets; take away trays; magazines; crisp packets; egg boxes; plastic carrier bags; clothing         \n\nWe found that a lot of people simply did not know which items could be recycled. We also discovered that people did not contemplate how long landfill items would take to biodegrade. When we informed them, they were shocked and wanted to do more to recycle. There should not be a price on someone's mental health. Mental health should have the same level of care as physical health.  \nWhy is there more support in place for children suffering from mental health? Children have support in place following hospital admissions but there’s nothing for adults. There may be promises that they will receive support from certain services but they quickly fall through. I am disgusted by the horror stories I have heard from people in the system. I have witnessed first hand the lack of care provided for adults suffering from ill mental health. This needs to change and it needs to change fast. I will no longer sit back and watch this happen. \n\nI want to see huge changes in the way adult patients are treated and supported. All services should liaise with each other to provide the best care possible. At the moment communication is lacking between services leaving the patient without support. If emergency services are needed then there needs to be some follow up support in place for when they return home. Most services work within the hours of 9am and 5pm but mental health doesn't go away at 5pm we need more accessible after hours support. I want to see more care from staff too, they may have the training required for their position but empathy and respect is nowhere to be found. The removal of the larch is now almost complete and NRW are beginning to reinstate the cycle tracks and footpaths, however there does not appear to be a plan to reinstate the scenic drive, even though the vast majority of the route is undamaged. Many of those who access the Drive via private car do so because they have limited mobility, some are families with small children, many are elderly, disabled or from our ethnic minority and immigrant communities. Failing to provide a facility for these people is discriminatory especially when there are plans, and funds available, to provide further facilities for other users. The lack of a fully accessible scenic drive deprives those people who are our most culturally and materially deprived of their main facility for health and well-being. I was in bed for three whole days and was unable to move to eat, drink, or anything else. Had I known this could have been a stroke I would have called an ambulance immediately. I recovered enough to work again, and about a week later I suffered another bout in public - an ambulance was called. This calmed down far quicker, but a paramedic was still with me for an hour before booking me an appointment with my doctor that evening. At this time I had a further episode as I was entering the hospital where my doctor was sited at the time. I was unable to work at all for at least a month after this. After several visits to the doctor over the next three months I was finally referred to ENT for vertigo as my symptoms weren't going away as hoped. In late January 2017 I was finally allowed an MRI for lingering ear pain and was checked for infection. As a consenquence, evidence of a stroke was found - I was told this on 14th February 2017. More than 15 months after my first symptoms. \n\nI am still unable to work full time hours, and am still undergoing tests with regards to the cause of the stroke. It's possible that the first incidences were TIAs and the full stroke that caused lasting damage was only the last one - after the paramedic saw me. We cannot know if I would definitely have been saved these issues if the condition was caught earlier - even if I'd just started taking daily aspirin at the first sign to thin my blood (a common procedure after suspected TIA). We have been at crisis point with Tom who is now 15yrs old and on high doses of medications, many times over the years and it's astonishing how things have not progressed with regards to support for children with disabilities while at crisis. Tom is currently at a crisis point and has been for some time. We as a family have had very little if any support to help him through this difficult period. I have been made aware there is a children's crisis team however they do not support children with disabilities! Surely a child at crisis no matter if they have disabilities or not, is still a child at crisis. In fact I may be wrong but in some cases may need more crisis support. This has resulted in many legitimate off road users being demonised, treated unfairly and being tarred with the same brush as those that do ride anti-socially.   \n  \nThe issue of off road vehicles in Wales is worth many millions of pounds to the Welsh economy every year. In 2002 the Auto-Cycle Union (ACU) carried out a survey on behalf on Rhondda Cynon Taf Council and it was estimated there were 10,000 off road bikes and vehicles in use in that one council area. Local businesses are seeing constant increases in bike use year on year. Most of those involved in the sport do try and engage legally, however with very few venues and a reduction in the amount of available Byways Open to All Traffic (BOATS) more and more are falling short of the law. Whilst this is ongoing the police are often targeting off road users including those that are conducting themselves legally and responsibly.   \n  \nThe Welsh Off Road Motors Steering group which advises the Welsh Assembly, as well as all 22 local authorities and 4 Welsh police forces, concludes that the only way to stop illegal activity is through a three pronged approach of education, enforcement and provision. Whilst education and enforcement are regularly carried out, it seems little is done in the way to provide for off road users. In South Wales there is currently one motocross track that is open to the general public which is simply not enough and only caters for motocross riders. Many of the BOATs are being closed or put under Traffic Regulation Orders and initiatives to make provision are being stopped by the police or National Resources Wales.   \n  \nThe issue of anti-social use of motorcycles could be massively reduced by making areas which could be used for off road motorcycling.
