The BPS is a European Union grant designed to help the farming industry. Farmers can apply for the grant once a year - normally in May - and payments begin in December. In July 2015, the Welsh Government made the decision to move to a flat-rate payment per hectare for all Welsh farmers under the BPS. As a result of this decision, it is estimated that 1,323 farms will lose more than €2,500, many of which will see their payments reducing by around 40-60% over a five year period. Lost payments will amount to up to €100,000 per farm, per year from now until 2019. The flat-rate payment model for all Welsh farmers will lead to unemployment and business failure. It will also have damaging effects on the environment and the quality and quantity of Welsh food production, owing to the fact that productive farms will be worst affected. There are substantial differences in the productivity of farmland in Wales. Therefore, regional application of the BPS is imperative. The decision will also disadvantage productive farmers in Wales against equivalent farmers in other countries, with English farmers, for example, receiving BPS payments on a regional basis. Currently, approximately 33,000 households face the impossible choice of finding extra-money they do not have or 'downsizing' to smaller homes that do not exist.  \n  \nOver the course of 2013 and 2014, social tenants in Wales were made subject to 5136 suspended possession orders. Dramatic cuts in discretionary housing payment, combined with the perfect storm of further welfare reform can only see more people facing insurmountable debt and eviction threats.  \n  \nWe are fully aware of the budgetary challenges posed by central government underfunding. However, in our view the cost of not intervening will be measured both in terms of thousands of evictions and the irreversible toxification of the Welsh social housing sector.  \n  \nWelsh Government spends a lower percentage of its expenditure on housing than either Scotland or Northern Ireland. It is essential that the housing budget is expanded so that the DHP top-up does not come at the expense of other vital housing services. In Scotland, no tenant pay's the Bedroom Tax. When power is exercised by senior officers and elected representatives are, effectively, excluded from the decision-making process then, clearly, the democratic process has been undermined, and democratic accountability lost.   \n  \n2. Each health board's provision must be investigated to ensure it is fit for purpose for patients, those with dietary needs and medical conditions, and impose standards across the whole of the Welsh NHS. Hospital food should be nutritious, fresh and be a major part of a patient's care package and road to recovery – not make things worse. Dietary needs must be catered for – such as gluten free, lactose intolerant, Celiac, vegetarian and vegan – experience shows this is not currently the case and patients are often made to feel awkward. Food tailored for medical conditions – including those who suffer from bowel conditions or have had surgery – must be standardised, to ensure patients are getting the right nutrition at all times. Currently patients on some wards are being fed all the same food regardless of their conditions, weight and dietary needs – this is not acceptable and can be upsetting and potentially damaging. Hospitals should not rely on relatives to bring in food, eat the same bland meal every day, or allow patients to waste away if they can't have any of the food on offer. Nutrition must be a key part of every patient's care package. We are not asking for Michelin Star quality, just meals that help rather than hinder.\n\n","additional_details":"My experiences of food in the NHS have shown that the standards vary across wards, hospitals and departments, as well as between England and Wales. The problem is not in Wales alone - as I find providing meals for those on low res or with dietary conditions is something the NHS as a whole struggles to deal with. But my experience in Wales recently showed that the standards are not up to scratch. There were no menus (as in Chester and other English hospitals) and patients were all fed the same regardless of their condition, weight or dietary needs. On one ward people who had just had bowel surgery were offered curry, lentil soup and tuna sweetcorn sandwiches which was totally inappropriate - and potentially damaging. At times the situation was that if you couldn't eat anything on the trolley or were not at your bed, you simply didn't eat, unless a nurse made some toast. Learning other languages through BSL (English/Welsh) will improve the child's understanding and comprehension.\r\n\r\nIntroduce BSL on the National Curriculum: Deaf Children and young people who are taught BSL at an early age will have better access to their education and an improved wellbeing. BSL should be available in schools and taught by qualified Deaf teachers, for all to learn as this would achieve better access for all in society. We believe that BSL should be offered as a language for all learners as a qualification. GCSE Welsh (and other modern languages) are not always offered to Deaf students: this also needs to be improved.\r\n\r\nImproving access to Education in BSL for Deaf Children and Young People: currently they have limited access to Education in BSL, and often experience under qualified support. There is a massive gap in the education of Deaf children, as many are wrongly treated as having a Learning Disability. This has a negative impact on their development in life, reducing independence with poor education, resulting in under-employment. Schools and sixth forms are at breaking point, exhausted by continual threat of closure. Our children are forced to travel unsustainable distances on minor roads, breaking up friendship groups and adding up to two hours to the school day. Nursery education is now also under threat, and with continuous cuts to school budgets causing round after round of redundancies, it is impossible to deliver the quality of education that teachers trained for and that our young people deserve. We urge the Welsh Government to immediately investigate the additional challenges to education in sparsely populated rural areas, and to increase the funding to areas such as Powys accordingly. The loss of our schools heralds the death of our communities and our local economies. If a devolved Wales is to thrive, we need our Government to lead the funding discussions in Westminster. Before this change, students were paid travel expenses from their home to their place of work. Now students are paid the cost of travel from their home, or the university at which they study. The smallest distance is then used to calculate the payment they receive.\n\nStudent nurses without dependents in Wales receive a bursary of approx. £100 to £500 a month. The higher figure, spread across their work hours, reaches the minimum wage at best. On placements, student nurses are expected to take on an increasing number of the responsibilities of a nurse. They provide care – washing, dressing, feeding patients; talking to patients and families; working with healthcare professionals to improve patients' well-being. They are also called on to show learning from these placements, and hone their skills in patient care.\n\nThe cut in travel allowances for these work placements means a total cut in the amount received for being student nurse.\n\nThis change has several ill effects It creates an incentive for Universities to place students near as possible to campus – limiting the clinical experience of student nurses before qualification It makes nursing less attractive to people from rural or isolated communities It privileges nurses who live nearer to their university, and could discourage those who are unable to move because of commitments to children and others. It makes nursing less attractive to people in full-time work, or from deprived backgrounds.\n\nWe believe that student nurses should be paid their travel costs where they live, to the places they work. We believe this change makes it less likely that people will choose a nursing career, and we believe that it will limit the range of experience that they have prior to qualification. The Minister has said that “Education today is the Economy tomorrow”; if he is right, the outlook for Wales is truly bleak. When set against International PISA standards, the quality of Education in our Schools has been in catastrophic decline since Devolution. The Government says, in its defence, that delivering Public Services in Wales is hampered by poverty and by a dispersed population: but, GDP is lower in Northern Ireland and there are fewer people per square mile both in Northern Ireland and in Scotland. The Environment seems to be in safer hands. A derelict site cannot be developed without a prior Environmental Impact Assessment; no stone may be turned if there’s the faintest chance of a newt hiding under it or a migratory bird fossicking over it. Our Children, it seems, don’t warrant such care – there being no corresponding Educational Impact Assessment before each new initiative further disrupts the classroom. Given that, for every aptitude and ability, 50% of the population is – by definition – below average; it was irresponsible of the Government to implement the Welsh Medium Education Policy without first having established that children with below average language skills have the capacity to be bilingual. Colleges have dealt admirably with several years of successive funding cuts and we do not see how they can continue to deliver the remit expected of them by Welsh government. We also note the policy of the Welsh Government to increase reliance on employer contributions to fund employee training, but are not convinced that this will be sufficient to plug the level of Government underfunding. In addition the 50% slash in funding to part time courses will decimate further education provision leaving thousands of adults without access to opportunities to improve their education or to retrain. It will also put hundreds of FE jobs at risk. Further education colleges in Wales have co-operated with Welsh Government over previous funding cuts and a series of mergers, but are now at breaking point. Smoking is an addiction of childhood - a classroom of young people take up smoking every day in Wales; more must be done to reduce this number.\n\nThe Filter project, funded by Big Lottery Wales for three years and delivered by ASH Wales Cymru, has been a huge success in educating young people in disadvantaged communities about smoking. But the service is under threat as its funding comes to an end in October 2015. The service offers:\n\n• Face-to-face workshops with young people\n\n• Training for professionals and young volunteers • Stop smoking support via social media\n\n• A youth-dedicated website providing information and advice\n\nThe Filter’s youth development team has worked with over 5,000 young people face-to-face at more than 200 sessions across Wales, all supported by a strong social media and online offering. The team has made crucial links in disadvantaged communities across Wales, where smoking rates are highest. The team has also trained over 750 professionals who work with young people.\n\nOver the past 3 years this initiative has provided an invaluable service, tackling our biggest public health priority in Wales. Helping young people to quit, and preventing them from taking up smoking is a key priority for Welsh Government, outlined in the Tobacco Control Action Plan.\n\nCardiff University independently evaluated The Filter and concluded that all three strands of the project were feasible, flexible and adaptable to deliver.\n\nThe Big Lottery Wales grant comes to an end in October this year and without any further funding from Welsh Government or Public Health Wales, we will have no service working with young people outside of school settings.
