We would like to call on the National Assembly for Wales to urge the Welsh Government to bring the age down on the tests from 25 to 18.\n\n","additional_details":"In March 2014 my daughter Jessica Bradford aged only 18 was diagnosed with cervical cancer.  Because of her age she was not allowed a smear test.  Jessica had all her cervical cancer injections in school.  Jessica attends Velindre cancer hospital in Wales where her treatment was carried out - 5 chemotherapies, 30 radiotherapies and 3 internal radiotherapies.  Due to this treatment Jessica can never carry her own children.  Myself and Jessica have set up a page on Facebook to raise awareness, called Jess Bradford's cervical cancer awareness. The Welsh Government have given NPTC group of colleges 12% less money for the next academic year, which equates to approximately £4 million. This means we have lost 50% of our part time courses and 80% of staff have been made redundant. This also means that the teaching we receive on a full-time course will be cut by 50 hours putting strain on the students and the staff. Many of our students depend on college to keep them going and without it we would have little hope and opportunities for the future. The mature students would have to pay an estimate of £400 to attend college which provides a great future for them rather than relying on the benefit system. We submit this petition on behalf of the ABFABB project's service users and the Bridgend LGBT Forum. SRE is currently delivered as part of Personal and Social Education (PSE). Delivery is inconsistent and often non-inclusive of LGBT relationships. Evidence shows that 85% of young people are not taught the biological and physical aspects of same-sex relationships, while only 22% discussed LGB issues in SRE classes (Stonewall Cymru, 2012). Inclusive SRE allows a greater awareness of different families, relationships and feelings. It ultimately contributes to combat homophobic, transphobic and biphobic bullying and language in schools. It also favours a more transparent working environment for teachers and all staff.   \nInclusive delivery can only be achieved if SRE is granted statutory status across Wales. We propose that a statutory status should allow for:  \n• A compulsory element to the subject which will ensure implementation.   \n• An inclusive, age-appropriate delivery with set learning expectation for each progression step.  \n• A comprehensive training programme for teachers and all staff.  \n• Information on both sexuality and gender identity; although these are distinct from one another, awareness of all positive relationships from an early age will benefit all children, regardless of identity or sexuality.\n\n","additional_details":"ABFABB is part of a Community voice portfolio and is funded by Big Lottery Fund. It aims to engage LGBT community members across Bridgend County Borough in the planning, delivery and evaluation of services.   \nThe Bridgend LGBT Forum provides an engagement platform between service users and providers in Bridgend County Borough. It currently consists of statutory services, charities and voluntary organisations.   \nFreedom of information requests were sent to Bridgend County Borough Council (BCBC), the Welsh Government and Estyn. National bodies have a non-statutory guidance; BCBC did not hold any of the information requested, even for schools that it directly finances.   \nWe believe that the new curriculum assessment (Successful Futures), with its focus on areas of expertise and a continuum of learning, represents the ideal vehicle for statutory, inclusive, age-appropriate SRE. The Written Statement – Educational Provision and the Violence against Women, Domestic Abuse and Sexual Violence (Wales) Bill also provides innovative approaches to training which could highlight positive same-sex relationships and LGBT perspectives.   \nIn the light of these developments, we now have an opportunity to deliver quality SRE for all children in Wales.  \nThe statistics provided above are available in 'The school report' (Stonewall Cymru, 2012). 'The teacher's report' (Stonewall Cymru) states that only 33% of primary teachers have addressed families with same sex parents, and 35% of secondary teachers have not addressed LGBT issues in the classroom. This school has fantastically supportive teachers and high quality teaching. However, like all community primaries in Wales, it is legally obliged to provide sessions of collective worship and occasionally exceeds its legal obligations under the law by bringing worship into the classroom, the lunch hall and school trips (to places like the Creationist Zoo, Noah's Ark Farm (see existing petition under consideration here: http://www.senedd.assembly.wales/mgIssueHistoryHome.aspx?IId=10925 ).\n\nIn our instance parents have never been consulted on whether we wish our child taught a religion as truth, which we do not. Once I heard of the trip to Noah's Ark Zoo in particular, I called the headmaster who told me that I had the option to exclude my child from organised school activities, which I do not wish to as it would damage and reduce my daughter's role in the school community and generally discriminate against her on the basis of religion.\n\nAfterwards, I searched for a nearby school to which I could send my daughter as an alternative and found that not only was there no option locally but, in fact, none in the whole of Wales. I was genuinely shocked to find that this legal imposition meant that there was no school in the country where my daughter could partake as an equal in school activities. In speaking to a number of other parents in the school, I found sufficient support among the religious and non-religious to put forward this petition.\n\nThe petitioner does not seek a petition to end religious practice in schools but to ask the Education Minister to ensure a viable, non-discriminatory education is accessible for children of no organised religion.\n\n","additional_details":"The We the undersigned want the National Assembly for Wales to urge the Welsh Government to intervene to prevent North Wales Fire and Rescue stopping their large animal rescue service. We believe that stopping this service will put animals at risk and have a negative impact on welfare in North Wales. There is also a human risk element as people will put themselves in situations of danger to help rescue animals if there is not a service to help them.   \nLarge animal rescue is a highly specialised service and requires extensive training and equipment which cannot be provided by any other organisation at present. We ask that the decision is reversed and additional funding is given to enable this or other sustainable funding models are put in place. But many existing homes can’t be adapted at all, and even with newly built homes, most can’t be adapted cheaply. Critically, in Wales:  \n  \n-　72% of people live in a home without an accessible front door: that means of the hundreds of thousands of people who get a mobility impairment every year, most will have to move house or risk being trapped in their own home;  \n  \n-　54% of people in Wales do not have stairs big enough for a stair-lift to be fitted: meaning that if they become disabled, they will be trapped downstairs, washing at their kitchen sink, sleeping in their lounge, and unable to tuck their children into bed;  \n  \n-　22% of disabled households are currently waiting for an adaptation to be made to their home.  \n  \nFalls result in disabled and older people going to hospital. In comparison, it costs only £1,100 extra to build a new home to Lifetime Homes standard.  \n  \nDisabled-friendly homes are, by design, cheaper and easier to adapt than other homes:\n\n- Installing a stair lift in a Lifetime Home can cost as little as £2,500, but if the wall by the stairs is not strong enough, the cost of replacing or reinforcing the wall could be five or ten times that.\n\n- If a bathroom is big enough for a wheelchair to fit into by design, the only cost to adapt the home may be around £300 to install grab bars. Furthermore, he should now advise all local authorities in Wales that this requirement will be effective for proposed changes announced after the date of publication of the Expert Review (22 October 2014) as well as proposals announced before that date, but where a period of public consultation ends after 22 October 2014. This action is required to halt the flood of proposals by the Vale of Glamorgan and other local authorities in Wales to hive off our Public Libraries to the voluntary sector, without giving due consideration to alternative options.\n\n","additional_details":"Councils in Wales cannot be allowed to continue to get away with proposals to turn public libraries into volunteer managed operations without publishing costed options, or in some cases without even considering them. Many proposals are along the lines of 'you run the library yourselves or we will close it'. The Expert Review has stated that recommendation III should be applied with immediate effect, and has noted that local authorities have been restricted to identifying 'quick wins' in terms of meeting financial targets, but that these can have negative impacts, eg workforce skills gaps. The Review also notes that there is a need to review the longer term impacts and costs of the 'quick wins' and identify future interventions to mitigate the impacts. Our campaign group has taken this up with CyMAL who have indicated that making these changes retrospective will not be possible due to the time needed to pass new legislation. However, failing to implement this recommendation now will result in a further increase in the current tide of proposals to turn public libraries into community managed operations, based purely on the need to make budget savings and without even taking into account the needs of library users or alternative options. Unless this recommendation is implemented immediately there is likely to be a further increase in the flood of libraries turned over to volunteers as Councils rush to implement these changes before effective legislation is implemented. In the case of our own library in Rhoose, our consultation period began a week prior to the publication of the Expert Review but on requesting that they produce costed options in line with the Review recommendations Vale Council's response was that they were not required to act on the recommendations at this time. On top of this, the poor defenceless animals need to be taken into consideration. According to the RSPCA U.K’s pet figures of 2013, there are around 22 million household pets in the U.K - averaging about 1 in every 2 houses. Any pet owner can understand the terror caused by fireworks being set off at the end of a neighbours garden where there is no control. Fireworks can be brilliant and something to look forward to. As it stands, many people dread and fear a time that was once a much celebrated time of year. These recommendations are made on the basis that they can improve attainment despite the lack of evidence that absence of the type allowed under regulation 7 of The Education (Pupil Registration) (Wales) Regulations 2010 results in poorer attainment.\n\nCurrently schools in Wales can be penalised through inspection, performance judgement and school banding processes for authorising legitimate absences such as sickness, family holidays or other events or instances which enable families to participate fully in a normal, private family life.\n\nThese recommendations and processes bias schools against the authorisation of legitimate absence and make schools reluctant to exercise their statutory powers under regulation 7 of The Education (Pupil Registration) (Wales) Regulations 2010. The coastal bus service has enabled visitors to go to the towns and villages along the route.   \nThis bus service brings custom to local businesses.  \nIt is popular with walkers on the Wales Coast Path, enabling them to enjoy linear walks.   \nIt provides both residents and visitors with an alternative to using the motor car.  \nSome rural areas will be particularly inconvenienced if the bus service ceases. For example, Cwmtydu is a popular village on the coast path, midway between New Quay and Llangrannog. If someone wanted to access a bus from here he would have to walk 4 miles to the nearest service bus route. So that staff know how to assist and support a disabled person confidently, safely, effectively and equally. The Equality Act 2010 states that all organisations should make a reasonable adjustment for a disabled person, however there are many organisations that are unsure how to do this correctly and reasonably. Therefore we would like to see a more inclusive society and a law put into place so that people are aware of disability and raise the quality of customers experiences for disabled people or currently know how to support disabled people.  \n  \nThe training should incorporate adequate time of each element of disability separately. Mental health, visual impairment, learning, hearing and physical. I recommend half day training per element. Independent Members of the council put in a proposal to the council to reduce the number of executive members to 6 or 7. The Labour ruling council refused this. These savings could reopen the local toilets. Blaenau Gwent has 42 councillors and 10 executive members and the population is 69300, giving a count of 1 councillor for 1611 people. Merthyr Tydfil has 33 councillors and 7 executive members and the population is 58800 giving a count of 1 councillor for 1781 people. Caerphilly has 72 councillors and 10 executive members and the population is 178800 giving a count of 1 councillor for 2384 people.   \n   \nEach Blaenau Gwent Councillor has the lowest population per councillor rate in Wales.
