The recent approval of the farm in Welshpool, Powys cited paragraph 7.2.2 of Planning Policy Wales specifically in saying that it “…recognise(d) that there will be occasions when the economic benefits will outweigh social and environmental considerations.” and we believe this must be urgently reviewed since the possible creation of a small number of new jobs should not outweigh the long term economic benefits afforded by the plentiful, efficient and sustainable asset of grazing which many Welsh dairy farmers fully recognise.   \n  \nLarge scale indoor factory dairy farms are designed to keep cows indoors rather than out on pasture, and have been shown to increase environmental damage, impoverish local communities, can severely compromise good animal welfare and become a financial drain on their surroundings. The laws would place conditions on all wind turbine applications, which do not form part of a commercial wind farm development. 1) We ask that such turbines shall not exceed 47metres to blade tip. 2) That the consent of 50% of residents, over the age of sixteen, living within 3Km.of the proposed site give signed approval of the plan. 3) That all turbines outside Wind Farm Developments are restricted to an operational period between 06.00 Hrs and 21.00Hrs to protect nocturnal birds and mammals. 4) That public consultation and written evidence is offered, and supplied to all residences within 4Km. of a proposed site to comply with the Aarhus convention. 5) All turbines should be constructed of materials which are 100% recyclable and all ground works removed at the end of operations. \n","additional_details":"The laws proposed in the petition are required for the Environmental benefit of Rural Areas, and a short explanation for the need follows: 1) The 47mt. limit is based on twice a mature tree height, making the turbine more acceptable on aesthetic grounds. 2) Individual planning without the consent of local communities is contrary to EU legislation. 3) Turbines are life limited by operational hours. Restricting their night time operation only reduces the payback period for the operator. Wales has lost 60% of its biodiversity and cannot allow profit only schemes to outweigh the desperate need for recovery. Many will survive yet others in advanced stages of this disease like Beth are unable to gain access to the latest treatments that have not been approved by NICE although a pathway exists in England & Scotland to obtain treatment via a Cancer drug fund. Here in Wales no such fund exists yet each year over 74 million free prescriptions are issued in Wales at a cost of over £550 million to the NHS in Wales. Over 10% of the Awards in the UK were awarded to pupils in Wales.The success of the increase in number of CREST Awards in Wales has been achieved with funding from the Welsh Government (NSA) to coordinate and increase activities in Welsh schools. This has enabled the scheme to be offered bilingually, subsidised the pupils’ registration fee, provided grants and other supportive structures provided through See Science. We demand that this decision be urgently revisited. All decisions regarding the priority of patient needs should be made by clinicians rather than the administration making decisions based on financial restrictions.\n\nThere are seriously urgent cases, other than trauma, already on the waiting list who without surgery are in danger of losing mobility and consequently their livelihood.\n\nIn a political climate where patients should be listened to, in this case they have not even been informed let alone been consulted, the Hywel Dda decision would appear to be directly in conflict with this principle.\n\nNeither can we understand why orthopaedic patients should be targeted. This seems an over simplistic approach to addressing financial problems. The centre has 6 indoor courts and 7 clay, outdoor courts. The facility provides the only public indoor courts in Cardiff. The courts are used by people from all walks of life and ages, inter generational 3 to 83. All levels of playing ability including wheelchair users and those with learning difficulties, from beginner to national standard. It is a centre for promoting tennis excellence and delivers performance coaching for children and young adults. Major tennis ranking tournaments are played at this venue. This will ensure that most of the local money flow circulates within local economies, keeping them healthy to develop within their means.
