Second homes and seasonal homes are destroying our rural communities, while pricing locals out of the housing market. Meanwhile many second home owners avoid paying any Council Tax by claiming small business relief. The Welsh Government should be actively discouraging this and applying penalties of 10% of value of second home for willful avoidance.
