Rejected petition 4 tier system review

Simple really, welsh govt publish in advance a 4 tier system then today announce ALL of Wales will enter the highest 4th tier, its bonkers given the variation in infection rate, welsh govt use the system you have published!!! North Wales is being abandoned, review the rates of infections and apply accordingly, you are destroying our economy!
