Why cant we fish of boats local with 1 other person and travel 1 mile to boats following guild lines

There are a lot of people fighting depression and fishing is they medicine, we can go to work with 20+ people outside of our bubble but cant fish of a boat with 1 other person . Its it is classed as a form of exercise in england and so it should be in wales
