Rejected petition Release the body cam footage for the arrest of Mohamud Hussan and the CCTV footage from the station

Mohamud is claimed to have suffered multiple injuries during/after his arrest. This petition is to request that the police body cam footage from the incident is made public, as well as the CCTV footage recorded during his detention at Cardiff Bay Police Station.

Mohamud Hassan was arrested in his home on Friday, the 8th of January. Witnesses say that he was covered in blood with significant injuries to his face. It is claimed he received no medical care. Mohamud was released at approximately 11am the next day without charge.

He told family members he was assaulted. Too tired to seek medical attention, he returned home to rest at approximately 5pm. He was found unresponsive later that day. He was pronounced dead by paramedics at the scene.

Why was this petition rejected?

It asks the Senedd to do something that it is not able to do.

Petitions to the Senedd must call for a specific action that falls within the powers of the Senedd or Welsh Government.

Schedules 7A and 7B of the Government of Wales Act 2006 set out the issues which are ‘restricted’ or ‘reserved’ to the UK Parliament - i.e. areas where only the UK Parliament or Government, not the Senedd or Welsh Government, can act. Paragraphs 39 and 41 of Schedule 7A state that the prevention, detection and investigation of crime, and policing, are reserved to the UK Parliament and Government.

As a result, it is not possible for the Senedd to take the action called for by your petition.
