Rejected petition Backdate self-isolation payment for notification by NHS COVID-19 app in line with English government
Self-isolation payments for those instructed to self-isolate by the NHS COVID-19 app are not being paid in Wales due to a delay in the Welsh government putting systems in place to process applications. Due to this delay, applications submitted between the original intended start date of 10 December 2020, and 1 February 2021, the date when systems were finally put in place, are being rejected. Applications in England during this period are eligible. This is clearly unfair.

When self-isolation payments were introduced only those instructed to self-isolate by contact with a human operator from the Test and Trace system were eligible, not those instructed by the COVID-19 app. This discrepancy was rectified on 10 December 2020, when the ability to apply for a payment was added to the app. Eligibility for people in England started from this date, however, due to a failure to put systems in place to process app based applications, the Welsh government did not start processing app based applications until 1 February 2021. Any applications in regard to notifications to self-isolate received from the app between 10 December 2020 and 1 February 2021 are currently not considered eligible by the Welsh government, despite the ability to apply for payment via the app from 10 December 2020, and the English government accepting applications from this date. This is clearly an unfair situation, and solely due to a failure on the part of the Welsh government to put in place systems to deal with app-based applications from 10 December 2020 as originally intended.
