There is a shortfall of social housing in Wales and people are having to rent from the private sector through no fault of their own. The rent in the private sector is more expensive
This is where the Discretionary Fund should help by paying the shortfall.
Payments are considerably short meaning people who are already on benefits are having to pay a huge amount towards their rent. People are going homeless.

Surely the whole point of the Discretionary Fund is to cover the difference so people can remain in their homes at least till social housing becomes available in that area.

The Discretionary Housing Fund can already be used to cover a rent shortfall but the amount and length of payment is to be determined by the local authority in accordance with UK Government guidance.
