Rejected petition Limit 5% of houses on the market for use as second or holiday homes

In 20 years the average Welsh house price has risen from £78k to £213k, an increase of 173%. Over the same period inflation was only 67%.

This is due largely to the mass buying of holiday and second homes all over Wales, raising prices everywhere and forcing locals out of the communities they grew up in.

To counter this, we should ensure that 95% of all houses on the market are reserved for Welsh residents only. A maximum of 5% of the market would be available for holiday or second homes.

A similar system exists in Guernsey yielding a much more affordable local market. https://guernseyrelocation.com/guernseys-housing-system/

In Wales, coastal regions experienced much sharper price hikes. For example, In Abersoch, Gwynedd, population surges from 600 to 30,000 in the summer months, pushing average prices past £500,000—unaffordable for locals.

This inequality impacts low-income areas more than anywhere else, devastating Welsh communities. Additionally, holiday homes in Wales outnumber those at risk of homelessness by 3 times. How can this be acceptable?

Furthermore, any second or holiday homes, even if bought by a local, should have to be bought from the open market to ensure the local market remains affordable.
We need to put an end to this housing crisis, once and for all.
