To reduce costs to the N.H.S. and as an alternative to knee-jerk reactions about so-called-safety laws, (see speed reductions), that are implemented by politicians. Teach children to use and cross roads safely, these children are going to be adults one day therefore this would Drastically reduce road and byway deaths and casualties therefore Saving N.H.S. money, creating safe highways and byways using education instead of imposing ill-founded speed reductions and fines.

I propose that the Highway Code be mandatory reading and testing in schools. The introduction will increase safety on the highways and byways. Pedestrians and cyclists will have a clear understanding of how to use the road safely without endangering or impeding pedestrians or vehicles. Cyclists will have clear instructions of what is and is not allowed on the roads and paths, the highway code will also show the correct way of interacting with vehicles and how to use paths and roads safely, cross roads legally and safely, how to dress appropriately to be seen by all road users and to use progress along the highways and byways within the law. Making motorists responsible for the uneducated, illegal or just plain stupid actions of others is wrong. It’s time to end the “The motorist is always guilty” culture that is forced upon the population.
Make the Highway Code mandatory in education facilities and the roads will become far safer.
