The Senedd’s competence to make laws derives from the Government of Wales Act 2006 (“GoWA”). To achieve the petition outcome would require amending GoWA, which is an Act of the UK Parliament and is protected from amendment by the Senedd under paragraph 7 of Schedule 7B to GoWA.
