Rejected petition Enforce Welsh Government Standards on all NHS Wales Car Park Operators

We petition Senedd Cymru to ensure the Welsh Government enforces its own car parking guidance (WHC (2018) 011) on all private firms contracted by NHS Health Boards. Welsh policy states hospital parking should be free, with proportionate, non-profit enforcement and a compassionate appeals process.

The reality is very different. Patients, visitors, and NHS staff are being aggressively pursued by private firms for minor parking issues. These firms:
• Prioritise profit over patients, incentivising fines and turning hospital car parks into 'cash cows'.
• Operate without transparency—Health Boards refuse to disclose revenue from fines, citing "commercial interests" (e.g., Cardiff & Vale UHB FOI Ref: 24/339).
• Run inhumane appeal systems—initial appeals are designed to fail, causing stress and forcing vulnerable people to pay or face escalating debt.
This is a failure of oversight that allows private companies to profit from the sick, the vulnerable, and NHS staff.
We call for:
• Full transparency on all revenue from PCNs on NHS Wales property.
• A mandate that all Health Board contracts enforce the Welsh Government's guidance.
• A simple, NHS-led first-stage appeals process to prevent templated rejections of genuine cases.
