To explore the use of small electric or hybrid aircraft to improve connectivity within Wales and nearby English hubs.
Wales faces challenges in north–south and west–east travel. Journeys are often slow and indirect due to terrain.
Small electric aircraft designed for short-range, quiet operation may offer a future opportunity to address these challenges as a complement to rail and bus services. Such aircraft could operate short “hop” routes where surface transport is persistently constrained.

A potential model would link Welsh destinations to nearby English regional hubs such as Birmingham, Liverpool, and Bristol, where strong existing rail and road connectivity already exists. Passenger demand from these hubs could help support service viability, while public service conditions could ensure sufficient seat availability for Welsh residents and essential travel needs.
