Across Wales, some housing estates are left unfinished, with roads not brought up to standard, promised green spaces not delivered, and properties left in an unsatisfactory or incomplete condition. This leaves residents facing safety risks, poor living conditions, and uncertainty over maintenance and responsibility.
Local authorities currently have limited powers to force developers to complete these works, leaving communities in limbo.

Require developers to complete homes, green spaces, and infrastructure to an acceptable standard within set timeframes
Give councils stronger enforcement powers

Allow councils to step in and recover costs where developers fail
No development should be considered complete until homes are finished to a satisfactory standard, green spaces are delivered, and roads are formally adopted.
