Petition Statutory Public Inquiry into multi-agency school safeguarding & governance failures in North Wales.

We call on the Welsh Government to establish an independent statutory Public Inquiry under the Inquiries Act 2005 into child safeguarding practices, reporting, and governance within North Wales education authorities, North Wales Police, Betsi Cadwaladr NHS Trust, and other organisations named in "Our Bravery Brought Justice". With powers to compel evidence, it must investigate how systemic failures allowed known risks and boundary concerns to be dismissed by leadership over decades.

Recent findings expose severe child protection failures in North Wales education. The Child Practice Review "Our Bravery Brought Justice" revealed a predator abused children over years, potentially back to 1979. Warnings raised in 2018 were minimized by leadership. Serious governance issues remain, including why this individual received an executive headship in 2021 following an Education Workforce Council misconduct finding in 2020.

Public disclosures also revealed historical systemic mistreatment at the Canolfan Brynffynnon unit, resulting in compensation to former pupils.

Decades after the Clywch Report, flaws in governance and multi-agency accountability remain unresolved. Non-statutory reviews lack legal powers to compel testimonies. A statutory Public Inquiry is vital to uncover why warning signs were ignored and ensure erroneous practices have not transferred into the wider practice of partner organisations.
