Why was this petition rejected?

It’s about something that the Senedd or Welsh Government is not responsible for.

The decision to prosecute criminal offences is a matter for the Crown Prosecution Service. Criminal proceedings, including the prosecution of offences, is reserved under paragraph 8(1)(c) of Schedule 7A to GoWA.

The owner of a dog with heatstroke and/or burned paws may be liable to prosecution under existing animal welfare laws (see for example section 4 of the Animal Welfare Act 2006 which prohibits unnecessary suffering to animals).

We only reject petitions that don’t meet the petition standards
