Petition Allocate 10% of the transport budget on world-leading cycle infrastructure via Transport for Wales
Wales has made groundbreaking legislation through the Active Travel Act. However, progress on cycling infrastructure has stalled due to a lack of sustained investment and slow planning. We call on the Welsh government and the Senedd to allocate at minimum 10% of the transport budget on cycling infrastructure, requiring councils to work with a new arm of Transport for Wales (TfW) to construct high-quality continuous cycle infrastructure to world-leading standards including the Dutch CROW principles.

Transport for Wales already work with councils and housing associations to develop some active travel provisions, but they do not build or maintain most cycleways in Wales. We believe that by developing a new cycle infrastructure division of TfW, one which councils are required to work with when performing highway maintenance & upgrades on our road network, we can ensure cycling infrastructure is both fully funded & properly integrated at every opportunity - with TfW providing the necessary funding, planning and construction expertise under one roof and government budget.
The CROW Design Manual for Bicycle Traffic is a highly regarded document referenced across the world, and used on daily basis by transport planners in the Netherlands for effectively integrating cycling infrastructure as a primary form of transit.
