We call on the Senedd and Welsh Government to direct the NHS Wales Joint Commissioning Committee (NWJCC) to:

Immediately unfreeze scheduled and approved gender-affirming surgeries for patients who have already completed assessments.

Ensure that any ongoing clinical review is conducted concurrently without disrupting active, established patient care.

Publish clear, transparent Terms of Reference and a strict timeline for the independent review of the Welsh Gender Service.

On August 24, 2026, the NHS Wales Joint Commissioning Committee placed the Welsh Gender Service under a Level 3 "Service of Concern" escalation, executing an immediate, blanket suspension of all gender-affirming surgical referrals, assessments, and booked operations.

This decision was enacted following external political pressure and third-party commentary regarding referral volumes for a single surgical category (masculinising chest surgery). However, the commissioning body responded with an indiscriminate shutdown across the entire surgical pathway, halting entirely unrelated procedures—including feminising surgeries and genital reconstructions—for patients with no connection to the contested statistics.

Cancelling medically necessary, pre-approved operations at short notice inflicts severe psychological trauma on vulnerable patients who have waited years in good faith. Administrative scrutiny and clinical reviews must be conducted alongside continuous care, not at the expense of patient safety, bodily autonomy, and basic human dignity.
