Petition Cap Public Transport Fares in Wales

Public transport is essential for accessing work, education, healthcare and community life, yet fares remain unaffordable for many people across Wales. Whilst some people do have access to discounted schemes, the majority of people in Wales face uncapped and rising fares. Rising transport costs limit opportunities and participation in society. We call on the Welsh Government to introduce a national cap on public transport fares, ensuring affordable and accessible travel for everyone in Wales.

Sustrans Cymru (now Walk Wheel Cycle Trust) highlighted the growing problem of transport poverty in Wales in a 2022 research report. It found that, over the previous decade, fuel prices had increased by less than 10%, while rail, coach and bus fares had risen by between 33% and 74%, placing greater pressure on households that rely on public transport. The report warned that rising transport costs risk excluding people from employment, education and other essential services. Since then, transport costs have continued to put pressure on household budgets. Community consultations, including the Climate Consultation organised by Climate Cymru Ethnic Minorities Network in March 2026, also identified transport affordability as a major concern. Organisations representing underrepresented communities reported that travel costs limit access to opportunities and participation in society, particularly for ethnic minority communities, low-income households and those who depend on public transport.
